Kelly’s practice focuses on representing community associations in all aspects of governance and enforcement, including the collection of assessments, preparation and recording of liens, contract review, and interpretation of governing documents. She regularly handles court actions and foreclosure proceedings on behalf of associations.

Before joining Horovitz Tilley, Kelly practiced law in Hawaiʻi, where she handled a broad range of civil matters, including association support, landlord-tenant disputes, and probate cases. Earlier in her career, she served with the Arizona Office of the Attorney General in the Tobacco Enforcement Unit, where she enforced the 1998 Tobacco Master Settlement Agreement. She also represented the Arizona Departments of Real Estate and Insurance in licensing and regulatory matters.

After earning her law degree, Kelly clerked for the Honorable Lawrence F. Winthrop at the Arizona Court of Appeals.
She received her Juris Doctor from Whittier Law School in 2006 and her Bachelor of Arts from San Diego State University in 2002.
